Activate/deactivate provider commission

Activation of Provider Commission means that a certain operation, product or service will be available for a User under his current contract. Deactivation of the Provider Commission means that such operation, service or product will be restricted.
The steps for the activation/deactivation of a provider commission are the same as for the Edit Provider Commission use case.
To activate or deactivate the commission an Administrator should change its status.
