After the initial system set-up there are default roles already created.

But later, Service user with appropriate permission is able to create a new service role with the specified:

role name
role description
list of existing permissions
list of roles which users with new role can create
list of roles to be able to create users with new role

so that these roles can create users with created roles and users with the created role can access the platform and functionality defined by the specified permissions.

After the role is created service users can create multiple users (Team Members) in this new role.
