Deactivate/Activate commission and limits

To deactivate commission and limits for the operation, Service User should press the relevant button on the Commission and limit details screen. 

Confirm or cancel the action on the modal screen.

Deactivating a commission rule means that this rule will not apply to the operation even if the commission period is valid.
