Add limit rule (provider)

This functionality is available on UI which is provided out of the box. 

To view the Limits for a chosen Provider operation Admin should:

1. Go to Contracts
2. Select Organization
3. Select Contract type
4. Select Provider operation
5. Add Limit Rule
6. Activate Limit Rule (Status: active)

There can be several limit ranges created for one operation.
