Add limit rule (provider)

This functionality is available on UI which is provided out of the box.
To view the Limits for a chosen Provider operation Admin should:
- Go to Contracts
- Select Organization
- Select Contract type
- Select Provider operation
- Add Limit Rule
- Activate Limit Rule (Status: active)
There can be several limit ranges created for one operation.
